第一步：簽協議

Step 1: Sign the agreement

新注冊企業持營業執照到北京市社會保險16家（北京銀行、中國銀行、工商銀行、建設銀行、農業銀行、交通銀行、郵儲銀行、農商銀行、中信銀行、光大銀行、興業銀行、廣發銀行、民生銀行、招商銀行、浦發銀行、華夏銀行）合作銀行以統一社會信用代碼簽訂銀行繳費協議。

A newly registered enterprise can sign a premium payment agreement with 16 banking partners of the Beijing Administrative Center for Social Insurance Fund (Bank of Beijing, Bank of China, Industrial and Commercial Bank of China, China Construction Bank, Agricultural Bank of China, Bank of Communications, Postal Savings Bank of China, Beijing Rural Commercial Bank, China CITIC Bank, China Everbright Bank, Industrial Bank, China GF Bank, China Minsheng Bank, China Merchants Bank, Shanghai Pudong Development Bank and Huaxia Bank) based on the unified social credit code indicated in the business license.

新注冊企業如有特殊情況無法在16家合作銀行簽訂銀行繳費協議的，可采用“社保繳費”方式，與開戶銀行簽訂《同城特約委托收款付款授權書》，繳納社會保險費。與“銀行繳費”方式相比，“社保繳費”周期長、效率低、次數少、網點少，易產生滯納金，無法進行線上繳費。

If the newly registered enterprise cannot sign the premium payment agreement with the aforesaid 16 banking partners, it can adopt the “Social Insurance Payment” mode and sign the Letter of Authorization for Ad Hoc Intercity Collection/Payment with its account bank to pay the social insurance premium. Compared to the “bank payment” mode, the “Social Insurance Payment” mode has the disadvantages of low time, low efficiency, small counter of payment, small number of outlets, easy incurrence of late fee and inability to make online payment.

第二步：錄信息

Step 2: Enter information

方法一：通過網上服務平臺申報（推薦）

Method 1: Apply through the online service platform (recommended)

新注冊企業每月5-25日可登錄北京市社會保險網上服務平臺，進入“新參保單位網上登記”，選擇初次登陸，在工商局注冊信息基礎上，補充相關信息，錄入完成后保存、提交，打印《北京市社會保險單位信息登記表》。

On the 5th day to the 25th day of every month, a newly registered enterprise can log on the online service platform of Beijing social insurance, click the “Online Registration of New Corporate Participant”, select initial logon, supplement relevant information on the basis of the information registered with the industry and commerce administration authority, save and submit the information after entering the information, and print the Beijing Social Insurance Information Register for Institutional Participant.

方法二：通過企業版軟件申報

Method 2: Apply through the corporate version software

新注冊企業可在“社保網上平臺”通過“下載專區”─“程序下載”─“五險合一采集軟件下載”下載“北京市社會保險信息系統企業管理子系統（普通單位版）”及最新程序補丁（以下簡稱“社保企業版”），點擊“單位預登記”進入“單位信息錄入”模塊錄入單位信息。點擊“單位預登記”進入“單位信息查詢”模塊生成單位登記數據報盤文件，將以上兩個數據文件保存到移動存儲介質并提交后，打印《北京市社會保險單位信息登記表》。

A newly registered enterprise can log on the “Social Insurance Online Platform”, follow the path “Download Center” – “Program Download” – “Download Five-in-one Insurance Collection Software”, download the Enterprise Management Subsystem of Beijing Social Insurance Information System (Common Institution Version)" and the latest patch (hereafter referred to as the “Social Insurance Enterprise Version”), click “Pre-register Enterprise”, click the “Enter Institutional Information” and then enter the institutional information. Then, the enterprise can click the “Pre-register Enterprise” to enter the “Institutional Information Query” module and generate the registration file for institutional registration data. Finally, the enterprise saves the aforesaid two data files on a mobile storage media, submit the files and print the Online Registration of New Corporate Participant.

第三步：去核驗

Step 3: Validate

新注冊企業在北京市法人一證通授權服務網點辦理北京市法人一證通后，持營業執照、《北京市社會保險單位信息登記表》（2份）、《北京市社會保險費銀行繳費協議》（2份）、與銀行簽訂的繳費協議原件及復印件一份，紙質材料都要加蓋單位公章，到注冊地社會保險經辦機構辦理社會保險登記手續，并開通網上申報服務。

After registering the Beijing Legal Person License Express with an authorized outlet offering the Beijing Legal Person License Express service, the newly registered enterprise can submit the business license, the Beijing Social Insurance Information Register for Institutional Participant (2 copies), the Bank Payment Agreement on Beijing Social Insurance Premium (2 copies), the original and one copy of the payment agreement signed with the bank (all paper documents shall be affixed with the common seal), complete the social insurance registration procedure with the social insurance handling institution in the place of registration, and open the online application service.

在京首次新參保職工社保登記

途徑一、通過北京市社會保險網上服務平臺辦理（推薦）

Channel 1: Register through the online service platform of Beijing social insurance (recommended)

1、單位每月5-22日登陸北京市社會保險網上服務平臺, 通過“申報業務”中的“新參保人員登記申報”模塊，錄入職工信息并上傳電子照片后保存提交。

1. On the 5th day to the 22th day of every month, an institution can log on the online service platform of Beijing social insurance open the “New Participant Registration Application” module under the “Application Service” manual, enter the employee information, upload the electronic photo, and then save and submit the information.

2、單位通過“查詢管理”中的“申報信息狀態查詢”模塊查詢職工醫療及其他四險信息是否導入成功。

2. The institution can use the “Application Information Status Query” module in the “Query Management” menu to check for successful import of the information of the medical insurance and other four social insurances of the employee or not.

3、單位通過“業務報表查詢”模塊點擊“個人信息登記表”打印《北京市社會保險個人信息登記表》和《北京市社會保險參保人員增加表》一式2份，加蓋單位公章。

3. The institution clicks the “Personal Information Register” button under the “Business Statement Query” module to print the Beijing Social Insurance Register for Personal Information and the Table on Increase in Beijing Social Insurance Participant in 2 duplicates, and affix the documents with the common seal.

4、單位攜帶登記職工的表格及二代居民身份證正反面復印件到區經辦機構前臺提交核驗。

4. The institution can go to the counter of the district-level handling institution, and submit the table of the registered employee as well as the right and wrong sides of his second-generation resident identity card for verification.

溫馨提示： “一次都不用跑的情形”：單位招用的是在京已參保職工，即可按上述流程直接辦理，不需要再到經辦機構前臺提交核驗。

Tips: “Situation saving the trouble to go to the authority”: If an institution recruits an employee who has participated in the social insurance in Beijing, it can directly handle the application through the aforesaid flow and have no need to submit the document OT the counter of the handling institution for check.

途徑二、通過“五險合一采集軟件”申報辦理

Channel 2: Apply with the “Download Five-in-one Insurance Collection Software”

1、單位登陸北京市社會保險網上服務平臺, 下載并安裝“北京市社會保險信息系統企業管理子系統（普通單位版）”及最新程序補丁。

1. The institution logs on the online service platform of Beijing social insurance, and downloads and installs the Enterprise Management Subsystem of “Beijing Social Insurance Information System (Common Institution Version)” and the latest patch.

2、單位通過“個人信息錄入”模塊錄入職工個人信息并上傳參保職工的電子照片。

2. The institution uses the “Enter Personal Information” module to enter the employee’s personal information and upload the electronic photo of the employee to participate in the social insurance.

3、單位通過“個人新參保信息報盤”模塊中生成報盤文件并存至移動存儲設備。

3. The institution uses the “Register New Personal Participant Information” module to generate an application file and saves it on the mobile storage device.

4、單位通過“報表打印”模塊打印《北京市社會保險個人信息登記表》和《北京市社會保險參保人員增加表》一式2份，加蓋單位公章。

4. The institution uses the “Statement Printing” module to print the Beijing Social Insurance Register for Personal Information and the Table on Increase in Beijing Social Insurance Participant in 2 duplicates, and affix the documents with the common seal.

5、單位攜帶登記職工的表格及二代居民身份證正反面復印件到區經辦機構前臺提交核驗。

繳納社保費請選擇“銀行繳費”模式

一、多渠道繳費方式

I. Diverse channels of payment

1、選擇批量扣款方式的，需要用人單位到開戶銀行簽訂繳費協議，開戶銀行每月定期自動扣款；

1. If an institution selects the batch collection mode, it must sign a payment agreement with the account bank, and the bank will execute automatic collection regularly every month;

2、選擇柜面繳費的，可于每月5日至月末倒數第二個自然日（節假日除外）到所選銀行對公窗口繳費； 

2. When selecting to pay the premium over the counter, the institution can pay the premium at the corporate banking counter of the selected bank on the 5th day to the second last day (except holidays)of every month;

3、選擇網銀繳費的，可通過北京市社會保險網上服務平臺“單位當月應繳月報查詢”，點擊合作銀行的鏈接，轉到網銀繳費界面完成繳費。

3. When selecting online banking payment, the institution can open the “Monthly Statement on Institution’s Premium Payable” on the online service platform of Beijing social insurance, click the link to the banking partner, and enter the online banking payment page to complete the payment.

二、全線上繳費特點

II. Full online payment

1、縮短繳費時間，提高繳費效率：采用銀行繳費方式，減少了數據交換的中間環節，將社保費的收取周期從15-20天縮至2天。

1. Shorten the payment time and increase the payment efficiency: The adoption of bank payment saves the intermediate process of data exchange and slashes the collection period of social insurance premium from 15-20 days to 2 days.

2、增加扣款次數，確保繳費成功：如果參保單位采用批量扣款方式，扣款期內可以多次扣劃，除此之外用人單位也可以及時去開戶銀行繳費，增加了參保單位繳費成功率，避免產生滯納金。

2. Increase the counter of collection and ensure successful payment: If an institution selects the batch collection mode, the bank can collect the premium several times during the collection period. Moreover, the institution can go to the bank in time to pay the premium, which will increase the success rate of premium payment and avoid the late fee.

3、增加繳費網點，降低辦事成本：繳費網點由原來的17家社保經辦機構，擴大到16家銀行所屬的千余家對公業務網點，參保單位可自由選擇繳費網點和時間，在繳款期內到開戶銀行辦理繳費或直接通過網銀繳費，減少了往返與等候時間，降低用人單位辦事成本。

3. Enlarge the outlets of premium payment and reduce the transaction cost: The mode has enlarged formerly 17 social insurance handling institutions to more than 1,000 corporate banking outlets under 16 banks, and the institution can select the payment outlet and time at its own discretion, complete the payment with the account bank or directly pay the premium over the online banking platform during the payment period, thereby reducing the travel and waiting time as well as the transaction cost.

三、繳費銀行可選范圍廣

III. Broad scope of collecting banks available

用人單位可以通過北京市社會保險基金管理中心合作的北京銀行、工商銀行、建設銀行、郵儲銀行、農業銀行、北京農商銀行、中信銀行、光大銀行、廣發銀行、交通銀行、民生銀行、招商銀行、中國銀行、興業銀行、浦發銀行、華夏銀行這16家銀行繳納社會保險費，實現社會保險費的銀行繳費。

An institution can pay the social insurance premium through 16 banking partners of the Beijing Administrative Center for Social Insurance Fund and realize the premium payment through banking channels. These banks include Bank of Beijing, Bank of China, Industrial and Commercial Bank of China, China Construction Bank, Agricultural Bank of China, Bank of Communications, Postal Savings Bank of China, Beijing Rural Commercial Bank, China CITIC Bank, China Everbright Bank, Industrial Bank, China GF Bank, China Minsheng Bank, China Merchants Bank, Shanghai Pudong Development Bank and Huaxia Bank.

四、也可選擇“社保繳費”模式

IV. The institution also can select the “Social Insurance Payment” mode

如果用人單位選擇了十六家之外的銀行開戶，為保障可以順利繳納社會保險費，也可與開戶銀行簽訂《同城特約委托收款付款授權書》，采用“社保繳費”方式繳納社會保險費。

If the institution selects to open an account other than the aforesaid 16 banks, it can also sign the Letter of Authorization for Ad Hoc Intercity Collection/Payment and pay the social insurance premium through the “Social Insurance Payment” mode to assure smooth payment of the social insurance premium.

“社保繳費”的缺點：

Disadvantages of the “Social Insurance Payment” mode:

1、繳費周期長：社保經辦機構打印紙質同城特約委托收款單據交給承辦銀行，銀行之間再通過紙質單據交換。

1. Long payment period: The social insurance handling institution prints the paper copy of the ad hoc intercity collection voucher and delivers it to the handling bank, and the bank will exchange the paper document with another bank.

2、只能收一次：如果采用社保繳費方式，繳費周期長，每月只能托收一次，影響到繳費成功率。

2. Collect only once: If the institution adopts the social insurance payment mode, this will involve a long payment period and only once every month, which will affect the success rate of payment.

3、繳費效率低：本市17家社保經辦機構，每月需辦理20多萬次繳費手續，用人單位排長隊，往返多次的現象經常出現。另外，如果繳費時間拖延到下月1日，還會產生滯納金。

3. Low payment efficiency: 17 social insurance handling institutions in Beijing Municipality need to process more than 200,000 payment procedures, and institutions often wait in a long queue. As a result, an institution often has to go back and fro several times. Moreover, if the payment time is extended to the first day of next month, the delay will also trigger a late fee.
